OCT Pipe’s much-anticipated debut in Norfolk took another big step in becoming reality Friday morning.
In a special meeting, the Norfolk City Council approved providing up to $1 million in Keno lottery proceeds to OCT as an incentive to complete development activities on a plant that will sit just northeast of Norfolk and bring 180 jobs to the community.
Charley Havens, the chief executive officer of OCT Pipe, announced in October that it would be building a plant in Norfolk and also was in attendance at Friday’s council meeting, where he signed paperwork related to the project in Norfolk.
“We’re glad to be here,” Havens said. “We’re country folks also. We want to help the community develop and grow.” He added that coming to Norfolk was a big project for OCT and that OCT would go hand-in-hand with the city of Norfolk to make things happen.
